2015 ACL Festival Neighborhood Information

The following information was provided by the City of Austin and C3 Presents to help our neighborhood prepare for the upcoming Austin City Limits Music Festival:

ACL Music Festival will take place over two consecutive weekends: Friday, October 2nd at 11am to Sunday, October 4th at 10pm and Friday, October 9th at 11am to Sunday, October 11th at 10pm. The overall footprint of the event has not changed. Please see the map on the following page for closures. Preparatory closures are beginning the Friday before and will remain in place until the Monday after the festival.

Barton Springs Pool is open AT ALL TIMES during normal hours. During festival days parking is protected at the south gate lot off Robert E. Lee for pool swimmers. In addition, Auditorium Shores will be open at all times for general and off-leash use.

Zilker Park, and all Austin parks, are non-smoking venues. Festival patrons will be directed to smoke outside the festival gates on the street. All passholders will be allowed to exit and re-enter the Festival grounds during the event. If you choose to smoke outside of the Festival, be mindful and responsibly discard cigarettes.

SCHEDULED CLOSURES
This year Barton Springs Road will be closed on festival show days to all vehicle traffic starting at Sterzing Street. Cars will be able to make a u-turn on Barton Springs Road OR turn right onto Sterzing Street and be directed to South Lamar Blvd. This closure will reduce the amount of vehicles allowed into the neighborhoods and will create a safe crossing for pedestrians at Robert E Lee and Barton Springs Road.

During this time, a portion of the areas in and surrounding Zilker Park will be accessible to the public including Barton Springs, Rugby Field and the Botanical Gardens and Austin Nature and Science Center.

PARKING
Due to the increase in restricted parking areas, appropriate signage will be installed earlier, as well as allowing for time for corrections prior to the event commencing.

These signs are valid upon installation. Please adhere to the signage. The restricted parking area signage will stay UP between weekends. They remain valid during this time period.

Blues on the Green 2015

The annual “Blues on the Green” concert series at Zilker Park is underway. This event has a significant impact upon our neighborhood, so you may want to review the information below provided by the City of Austin and plan your travel accordingly.

EVENT DATES/SCHEDULE

  • Event Dates: May 27, June 24, July 22, August 5
  • Rain Dates: June 3, 10, 17, July 15, 29 & Aug 12
  • Time: 8:00pm – 10:00pm

MESSAGING

  • On air announcements on KGSR that promote alternative transportation (parking garages, bus routes, and biking)
  • Bike share information on website promoting using bike share transportation to event
  • Heavy social media messaging about alternative transportation options
  • Temporary digital signs on Mopac to inform the public of the event and to aid in traffic flow
  • Variable message boards prior to each event (slated for eastbound Barton Springs and north/southbound Lamar)
  • “No Parking” signage along southbound frontage from Rollingwood Drive to 2244

  • One Texas Center – 764 vehicles
  • Palmer Events Center – 1200 vehicles (available on May 27th and July 22nd)
  • Austin High School – 600 vehicles

On Site Parking

  • Stratford holds 500-800 vehicles and Polo Fields hold 800-1000 vehicles

Bike Parking

  • 50 Bike racks – Each rack holds 15 bikes – this can accommodate 750+ bikes

APD STAFFING – 1 SUPERVISOR, 12 OFFICERS
3 Officers working along Barton Springs for traffic control and assisting with pedestrian traffic at the following locations:

  • Barton Springs/Stratford
  • Barton Springs/between William Barton and Lou Neff
  • Barton Springs/Lou Neff Crosswalk/2nd Exit at Polo Fields

2 Officers – only allow residents through the barricade

  • Shut down Lund at Robert E. Lee & Bluebonnet at Dexter

3 Officers at eastbound Barton Springs at Robert E Lee to help direct traffic along Barton Springs.

  • 5 Officers dedicated for neighborhood/ keeping traffic from parking illegally:
  • Keep vehicles from parking along the frontage roads of Mopac from Columbus to 2244
  • Keep vehicles from parking along Robert E Lee from Barton Springs to Spring Creek Drive

3 Officers (includes one supervisor) roving in Neighborhood for parking violations/towing if needed

Event Details and Closure Periods

Zilker Park Open Areas And Barton Spring Pool Details

  • Barton Springs Pool is currently closed for cleaning, and will be closed during this event.
  • Robert E Lee Parking Lot – will be staffed for park trail users. Event parkers will NOT be able to park in this lot.
  • Zilker Park – open at all times on the south side except on event day.
  • Zilker Park – open on the north side up until approximately 2 pm on Saturday for load-in purposes.  The park grounds are still open; users should park on the south side and use the pedestrian crosswalk. Lou Neff will be dedicated at that time to festival traffic for load in purposes.

OTHER SPACES:

  • Auditorium Shores Middle Lawn, and Butler Park will be open at all times for park users.

Dedicated Neighborhood ROVING Patrol

APD officers have been scheduled for dedicated neighborhood ticketing/enforcement. Please call 311 as noted below to have a request sent over in real time to the event site.

The city has enhanced the way we are using 311. 311 will be sending all traffic/parking and sound complaints immediately to the event site City contacts in real time. Please have vehicle make/model and street address ready to report parking violations.

Parking Restrictions

  • NO PARKING SIGNAGE will be installed due to the increase in restricted parking areas, as well as allowing for time for corrections prior to the event commencing.
  • These signs are valid upon installation, PLEASE ADHERE TO THE SIGNAGE.

HELPFUL TIP:  Want to save parking near your house?  Put your vehicle curbside, in the unsigned area of the road!  Remember to face the correct direction of travel!  Then your guests can use your driveway!

General Violations

Examples of what to call in:

  • Parking within 30′ of the approach to a stop sign.
  • Parking or blocking within 15′ of a fire hydrant.
  • Parking left wheel to curb. (cars parked facing against traffic).
  • If a car blocks YOUR Some neighbors may permit people to block their OWN driveway.
  • Illegal vending/sales questions in the immediate festival area.

Shuttles / Bike Parking

  • Dedicated festival shuttles run from 2 locations.  See KITE FESTIVAL WEBSITE FOR SCHEDULE/DETAILS.
  • Bike to the event – bike rack is located at the rugby field.
  • Parking at the park is NOT encouraged.  It is limited and fills very early in the morning.
  • EXTENSIVE illegal parking/towing patrols operate in the area neighborhoods.
